Basically put operating system is a set of schedules that proffer services to application of programs. Therefore the operating system is governed with the authority of how the system resources are utilized so as to maximize the system efficiency. The operating system manages the processor resources or time through multitasking. The operating system usually manages the processor resources through either co-operative or pre-emptive multitasking. Essentially the operating system in pre-emptive multitasking has the capability to choose the running process and the process which should be executed next. The scheduler is the part which mediates this decision.
